Eastern Forktail
This is a very clear shot of what I would say is a female Eastern Forktail damselfly (Ishnura verticalis). As she matures, her abdomen becomes even more pruinose (waxy/chalky buildup) causing her to get more blue/gray. According Bob DuBois in "Damselflies of the North Woods", "Females have complete pale and dark shoulder stripes and a small vulvar spine (no other North Woods forktail has this combination)."

The male has bright green with black on the eyes and thorax with the typical blue and black markings on the abdomen.
