Size: ~2.5mm
Family Eulophidae? Very active little indigo colored wasp and hard to get good images of. I think it is a female.

Eulophid is correct…
There is enough detail here to support this family. This chalcid was a little tricky to ID because although it has the typical features such as a subtriangular prepectus, correct wing venation, metallic coloration, and a short, straight protibial spur, the antennal configuration was off because this is actually a male which usually has more funicle segments than a female and no distinct club. Males are not often seen, so this is a nice find Scott.

I Love Finding...
these tiny wasps! I must have seen four or five other species on this bush yesterday. Most are very hard to approach and fly away quickly. I do get lucky every now and then :^) I took at least 40 images of this beauty to get just a few good shots.
