This deserted nest was built on too small of a Ceanothus, and fell over on the ground, where the yellow jackets? then proceeded to use the ground as one side.

Most likely Dolichovespula arenaria
Open it up and see if you can find any dead specimens, which would provide a positive ID

I was able to locate the old nest from 3 years ago, and we opened it, and in the last layer there was one tiny unopened cell with this immature wasp in it.
I hope it is good enough!
