Found on pine tree. I noticed a couple of carpenter ants being very solicitous of a bud on the end of a twig. I *didn't* notice the odd growths until I got a good look on the monitor hours later. I went back yesterday and found more, differently colored, and the ants are nowhere to be seen. I guess they just stopped off for a quick bite.

The ants are Camponotus casta
The ants are Camponotus castaneus. Not sure on the scale insect.
