Think it's either Marsh or Hagen's Bluet, but can't quite decide.

Damselfly ID
There may be enough detail on your original image to compare it with
. If the cerci is forked as in this image, then this would suggest Marsh. If it is unforked and slender it would suggest Hagen's. Perhaps you could add a closly cropped photo of the abdomenal appendages for our experts to ponder. After cropping, enlarging and sharpening your image in Photoshop, my impression is that the cerci are unforked and slender. This only an impression, as the 560 pixel size of the BugGuide images doesn't permit much of this sort of manipulation.
