I've never seen these guys before. As you can see in the picture, they were congregated on a pine tree (I'm not sure what kind but I will try to find out).

OK for the redheaded pine sawfly - Neodiprion lecontei (Fitch). Commonly found feeding in groups like this. Nice picture.
