Enallagma hageni
I'd bet my booty that this is the Hagen's Bluet. The cerci (top portion of the claspers) are all black as is the top half of abdominal segment 10. Abd segments 8 and 9 are all blue. All of that along with the general shape of the claspers (DuBois illustrations (1)) lead strongly toward the Hagen's.

Thay are also (sometimes obnoxiously) quite common throughout the upper midwest.
