That mass behind it included some legs and wings of small insects.

Looks to be a young Pisaurid
Our first thought would be Dolomedes, but we're not certain what young Pisaurina look like.

 
It was on a building
near the C&O Canal, so near water - they like water, right? I've found big nursery-web spiders by the edges of the canal, complete with nurseries.
