Cicada Killer? - Tremex columba - female

Cicada Killer? - Tremex columba - Female
Conroe, Texas, USA
October 24, 2010
This is a wasp my brother found on his back deck in Conroe, TX. He asked if I could identify it. He says it's NOT a wasp, and his wife says yes. I thought immediately that it might be a cicada killer, but it doesn't match any of the images really. Any ID help? Thanks!
