Delphacid Nymph? - Pissonotus binotatus

Size: 1.5-2 mm
I won't even bother hazarding a guess as to what genus this is from. Found on wild raspberry leaf. I suspect it came out because of the rather over-warm weather of the past couple of weeks. This is the only example I have seen of this hopper.

Pissonotus binotatus
Short-winged forms are common in this long-antenna genus of Delphacidae. This particular species has the white wing tips broken into spots in the darkest individuals.

So those wings are not stubs, then? Because they were so small, I thought they weren't fully developed, hence my conclusion this was a nymph.
