Paralimna multipunctata is now a synonym of Paralimna thomae.

multipunctata
I think this is a male Paralimna multipunctata. It keys to multipunctata in the old guide to the aquatic insects of California. Since then punctipennis has also been recorded. The former species can be distinguished by "males with anteroflexor ciliation of flattened, curved setae" (Cresson, 1946). This fly has those hairs.
