It's one of the Chionea. Someone should be able to tell you which one.

Well, the vestigal wings said Diptera, but this thing is BIZARRE- look at the hooks on the terminus. AMAZING. Wild, thanks TOM.

 
Wingless = well endowed?
Some of the flightless or weak-flying midges also have extra large male claspers.

Great observation! Not as many chances to re-fly to mate, better claspers could have been selected for. Hum, don't know- but does anyone know if Earwigs, Dermapterans use their claspers during copulation?
