Size: BL with appendage ~2.8 mm
This tiny fruit fly was on buds of Desert Willow (Chilopsis linearis, Bignoniaceae). It looks like Euaresta bellula, but there are two or three very similar. I will post one more image. Any help will be greatly appreciated.

Honestly, you did the identification! I just confirmed it! Tephritids are excellent flies to photograph, they can often be identified to species from the picture and they can be found by paying attention to the host plants, because they are often very specific... And they are very beautiful...

 
Euaresta bellula ID
The difference is, my ID is my best guess! All the lookalikes also occur in Anza-Borrego. I try to work them out, but sometimes my guesses are way off. I am so grateful to you for confirming my guess.

About host plants, all three of the species we've seen and photographed, are mainly found on Brittlebush (Encelia farinosa, a sunflower family favorite of so many insects).
