Euonymus Scale
Unaspis euonymi. I'm not sure if its been recorded from your state so a sample to your local Agricultural Department might be in order. If it builds up in heavy numbers it can cause heavy leaf drop.

The white specimens are the males and the females are brown and somewhat hidden under the males.

How do I get rid of this? It is on 3 shrubs along the front of our house.

 
Because Euonymus is evergreen
Because Euonymus is evergreen you would probably get your best results with a systemic insecticide.
