This is the predatory larvae of a Cecidomyiidae. They feed on the scales. It is typical that their color is yellowish to orange...

Are these gall midges? Would their galls be found somewhere close by?

 
They are in the same family,
They are in the same family, but not all species and genera in this family are producing galls... there is a group of species which are free living and eating scales and aphids... they are the "black sheep's" of this vegan family ;-). So no galls for these flies...
