Size: ~1.5 in. body
I've browsed all the images of cicadas on BG, and this resembles a few specimens of Tibicen tibicen, Swamp Cicada, most of all. The white "belt" at top of abdomen fits. But it is different from most in that it has brown rather than black carapace.
Green eyes, legs, and spot on "forehead." Wings green at base, fading to brown.
