Perhaps O. salticus
Based on Kaston's comments (1981) -- single black line on ventral side of femura I, II, III; abdomen of male darker than cephalothorax -- I would guess that this might be salticus. But the Oxyopes males have large pedipalps, so perhaps this one is still subadult?

Single black line on femur

Kaston lists only the two species (salticus and scalaris) for Conn.

salticus and scalaris
From the images in the guide, it appears that scalaris has more of a brown stripe & the stripe is pretty wide compared to those on salticus. it looks like salticus is probably right.

An
O. salticus adult male missing both palps. Odd.

Missing palps...
