I think this is Campylomyza but I'd want an expert to make the call. A sharper closeup of the antennae might help -- the genus has distinctive structures.

These are not true "gall midges"; the gall makers are confined to Cecidomyiinae. The other subfamilies are more like fungus gnats; the genus I mentioned lives in "soil, rotting wood, and mushrooms."
