Looks like Melangyna fisherii to me - the spots on tergite 2 are large, nearly reaching the front of the tergite along its entire width and the sides for quite some distance. They look identical to Figure 143 in Vockeroth 1992.

 
The markings on tergite 2 are
The markings on tergite 2 are less pointed in Vockeroth`s picture, making them more quadrate. Melangyna umbellatarum is similar to this. Safe in Melangyna.
