The Balabans are correct, and from everything I've read the dark legs on the male separate this species from the R. punctulata look-alike. (1)

Check out the wolf spiders, Family Lycosidae
Maybe even genus Rabidosa??

No it is not only completely harmless,
but actually beneficial, a great predator of pests.
