This definitely is a Mompha, and the most likely species ID is M. albapalpella. See photo of spread adult in good condition here, and some good biological information here.

Mompha?
The erect scales on the wings make me think of Mompha. But, I can't remember if there are similar groups so you might want a second opinion.
