Anyone recognize this fly? It was investigating seaweed, barnacles, mussel shells, etc.

Excellent find! The larvae of these flies are specialized predators or barnacles.

Based on Mathis and Steyskal (1980) this should be Oedoparena glauca based on the pale color (frons not black) and pointed scutellum.
