did you mean 'wing tip'?
base is the place where an appendage joins the body

I was trying to write "wing baseline"
but ran out of room ... obviously I need to come up with a better way to say it succinctly. :-) Measurement is not to the wing tip; it's to the midpoint of a line connecting the wingtips.
