Probably C. brimleyi
This is more likely Condylostylus brimleyi Robinson 1964 than C. scaber -- the latter species has a row of hairs on the mid tibia as well as on the mid basitarsus.

Moved from Sciapodinae. Paint some black on the wings and you might have Condylostylus scaber.
