The r-m and veins at apex of 2nd basal cell seem thickened and infuscated unlike anthreas; tibiae only very narrowly white/yellow at extreme base and hind metatarsus yellow but dark at least on dorsal surface in anthreas.

Looks like Chalcosyrphus anthreas; see a diagnosis here.

(edited to note - it could also be one of the 13 species of Xylota present in your area! But if it's Chalcosyrphus, then it's C. anthreas. If you're familiar with the Xylota of this area and are confident it's Chalcosyrphus, then we can make a new species page for it - just let me know! Sorry for the confusion)
