A male
Angles of viewing make a big different on now blue or purple it looks, and the (reflective) blue tends to fade as the scales wear. Also, some males are much more blue than others (females too). That big fluff of blue on the thorax tends to be a male trate, but the main thing is that this fellow has a very male abdomen.

Moved from Butterflies and Moths.
