This is a large spider that's been in my garage for the last few days. I don't think I've ever seen a larger spider except for tarantulas. And it's basically stayed in the same spot the entire time. It barely flinched when I put the ruler next to it.

Your spider is harmless. It's a female in the genus Callobius. (I hope you don't mind I cropped and edited your image for easier viewing.) Steve Lew lists quite a few species of Callobius in CA, so I'm not sure which species this is. You can see the list here.
