Very likely Agromyza alnibetulae, which is not known to occur in North America--but mines like this have been reported previously from AB, ON, and QC, and I have found them in New England.

Moved from Unidentified Leaf Mines.
Looks like a classic agromyzid mine, though there are no leafminers of Betulaceae listed in (1).
