I just checked Nomina Nearctica, and it appears that this is true for several Neolasioptera species. Maybe this is a case of two genera having the same name, rather than a midge larva being mistaken for a tortricid... I'd be interested to hear what you find out, if you pursue it. I think in the 19th century (and maybe early 1900s) there were a number of insect species described from galls without actually seeing the insect that caused them.
