Possibly a Dasineura sp. midge
Gagne (1) illustrates a poplar bud similar to this one, but the midge that causes the damage has apparently only been found on Populus trichocarpa in WA & OR. "Infested buds are conspicuous in summer. The red larvae are immersed in a sticky exudate between the bud scales. . . Infested buds burst, but the leaves do not develop."
