It's not an ID...
But I think it's nymph of Issid planthopper of some sort like this one...

That said, this looks like an Issid Planthopper nymph--perhaps something close to this:

Hysteropterum punctiferum
This species has been recorded as far north as Georgia, so it is quite probably correct. The only other possibility is a Thionia, but the known nymphs of that genus look quite different.
