Much to my surprise, the publication rights to this photo were purchased by National Geographic Books for National Geographic Field Guide to the Water's Edge: Beaches, Shorelines, and Riverbanks. I still haven't seen the book, but marsh flies are in the index. Good things can happen as a result of posting photos at BugGuide.net!

Tetanocera sp. prob. plebeja
Definitely Tetanocera, and the wing pattern, what I can see of it, looks like it could be right for plebeja.
