Tiny bee in Phoenix -
Eupeodes volucris
-
Phoenix, within Squaw Peak Park, Maricopa County, Arizona, USA
January 6, 2010
Size: 1/2"
This bee liked to hover. Not sure what that is coming out the back end,
or if that is part of the body.

Syrphid of some kind. It looks a lot like a male Bird Hover Fly (Eupeodes volucris)...
...but I'll let the fly specialists tell you whether that's in the neighborhood or not.
