Eucosma infimbriana?
Could you please take another look? Wright & Gilligan, 2015 (1) separate infimbriana from artemisiana by the lack of "reddish-brown diffusion in the fringe" found in the latter. This has a little color in the fringe so I'm not sure. BOLD has images like this identified as infimbriana alongside those with no color in the tree. See Libby & Rick Avis' BugGuide photo #499301 which was barcoded. There are no barcoded artemisiana and perhaps barcode can't separate the two.
