Just wondering...
How did you make a species-level ID? According to the Guide, costalis is separated from the very similar striata by a red spot on the tip of the abdomen--a characteristic I can't see in this shot. Also, there are 27 species of Cuerna in North America, but the Guide has representatives of only seven. Who knows what the others look like?

I'm not saying you're wrong (your leafhopper certainly resembles the costalis images in the Guide). I'm just overly cautious. I live in fear of look-alikes, so I'm interested in knowing how you came to your decision. :)

 
Red patches on the legs
Is other characteristic future for this species (from Dr. Hamilton's comments for some images including other mine).
