This is a Twin-spotted Spiketail
This is not Delta-spotted Spiketail (Cordulegaster diastatops) but rather, a Twin-spotted (Cordulegaster maculata). Delta-spotted Spiktail has very large, triangular lateral markings on the abdomen, whereas on this individual, the paired markings are smaller and positioned dorsally. Note that the eyes are in contact on the top of the head. On Delta-spotted, the eyes do not touch.
