Size: ~1-2mm
These were somewhat numerous on the underside of an unknown ornamental plant. Leaves which were infected seemed to be covered in small concave boils in which the scales were most often found (see accompanying images). Is it some sort of soft scale, or a whitefly larva, or something else?

I'd say
whiteflies.

 
Another possibility...
what about Trioza eugeniae, eugenia psyllid? After looking at pictures of the supposed host plant (Syzygium paniculatum) I think it may be the same plant as the one I collected the leaves from. And the leaf damage is eerily similar:

Sure looks like it. I had no idea psyllid nymphs could look so much like whitefly pupae, white fringe and all.

I got sort of lucky in stumbling across this one or else I'd have assumed whitefly as well.

Thanks for making the guide page. I'll try to get better images up soon and I'll keep an eye out for the adults.
