I think Enallagma pollutum
The cerci are short for
Enallagma signatum
. Looks more like
Enallagma pollutum
, and it's in the right place for that.

Hi Molly, whatever it is - is on the other side of the damsels body. I could see it dangling better when it was flying. Here's a more closely cropped shot of the only part visible. It looks like an abdomen to me.
