Fulgoroidea
A first instar nymph, possibly Derbidae (judging by the size of the antennae) but with a wax tuft at the end of the abdomen that is characteristic of Cixiidae and Achilidae.

We know so little about planthopper nymphs! Thanks for noticing this one.
