Using Charley's book (1) I'd guess deer fly eggs. There are plenty of deer flies in the area.

Found on the underside of a leaf near the river.

Yes, Tabanidae
I think horse fly eggs look pretty much the same as this, but same family either way. I knew the white ones on p. 56 were deer fly because they're the ones being laid in this photo:
