Chironomidae. Most likely subfamily is Orthocladiinae. Unlikely to be identifiable beyond family.

Some like it cold
A few species fly in winter and don't mind temperatures near freezing. The typical winter midges on snow are Diamesa. Your fly is probably not that genus.
