Probably the pale western form of Linnaemya comta. It's unusual because it has three pairs of orbitals.

Linnaemya?
This has hairy eyes and doesn't look like Cyrtophleba, the only hairy-eyed Voriini from America north of Mexico. Linnaemya can also have m-cu far from wing margin, and otherwise looks similar to this fly.
