Ragged Spruce Gall Adelgid - Pineus similis

There were lots of these galls on spruce trees on Mt Watatic, and every one was at the tip of the branch. Are these Eastern Spruce Gall Adelgid? I'm wondering because all of the ones in bugguide are not at the tip of the spruce branches.
