Dragonfly - Epitheca

I found this dragonfly this morning on my patio, after a night of very bad thunderstorms. The morning was windy and cold. The poor thing almost looked like he was adhered to the rock, but he was moving his legs slowly. Long story short, I got him out of the wind and then into the bright sunshine, and after a couple of hours, he flew away.
We do not live near water, but it's not unusual to see dragonflies in our yard.
I would appreciate help with ID.

maybe
a species of Baskettail (Epitheca)?
I'm not a dragonfly expert though so wait for another opinion. Last year the baskettail was the first dragonfly I found in the spring, they are out early!
