Female of Laelius
Laelius species have long setae on surface of head, thorax and basal veins.
These species are ectoparasitoids of the family Dermestidae.
So, you can find these wasps indoors.

Do they harm humans or pets? I read something about beetles and moths.. which i have had both of due to keeping birds, and their food. i just want be sure this insect wont attack myself or my birds or cats??

What Jongok's comment means is that these wasps are likely to attack carpet beetles (family Dermestidae) and be relatively harmless to everything else--although it might have something up its sleeve if somebody tries to eat it, I'm not sure.
