Wasp on a rock - Amphibolips

Wasp on a rock - Amphibolips
Boxborough, Middlesex County, Massachusetts, USA
April 14, 2011
Size: 3.8 mm
It wasn't very active, and crawled rather than flew.

I have more pictures but I have no idea what, if anything is useful to ID these.

Moved from "Parasitica" (parasitic Apocrita).

Are these identifable from photos of wasps as opposed to galls?

A plant parasite. I think this is a female based on the antennae.
