It reminds me of a fruit fly, and it was on a berry bush, although the berries are a long way off...

Incorrectly ID'd
There is no Pallopterid fly that looks like this in both wing pattern and general habitus, and all Pallopteridae species in California have a gray abdomen.

...from the info page, I guess the long wings relative to the abdomen are pretty diagnostic. It also mentions an ovipositor which was visible, though not in this shot.
