... Tetracneminae, but I can't tell you which genus (but Anagyrus is by far the most common).

These views show most of the major features of this group including an enlarged mesopleura, a compact, flattened body, large eyes, a convex mesonotum, and thickened mid-tibial spur.

I looked at that reference earlier and found only one other in Images (from California) that looked similar as seen here:

I still think they're a strange bunch in that family.:-)
