Procloeon/Centroptilum
This looks to be either Procloeon or Centroptilum, based on the banding of the tails. I would lean more towards Procloeon, but can't be sure without more details of the gills and mouthparts.

Procloeon rubropictum
would be my semi-educated guess today after polishing my baetid key for a workshop. Pity they don't look so nice when they are dead and pickled. The specimen would have to be in hand or photographed under a microscope to see the critical features.

 
Genus level?

I think so.
There aren't that many species of Procloeon/Centroptilum in streams in our area that early in the season, and that one fits the color pattern. But to be absolutely sure of even the genus, it would have to be examined very closely by a specialist. I would go with Procloeon. Who would prove it wrong?
It is a very nice picture.

Baetidae
Don't recognize it beyond Baetidae. One I wouldn't mind having in hand to pursue the identification.
