Hemiscolopendra marginata
21 legs says tropical centipede without question.

blue coloration all the way down the sides, blue tips on the legs, and location in north carolina all lean toward H. marginata rather than Scolopendra viridis. So my non-expert opinion is yes.

What's up with the sudden abundance of H. marginata? Is it raining a lot in NC?

I'd say we've had a normal am
I'd say we've had a normal amount of rain. My friend found this one in his house though.
